Sub-Committees will now be finalized on the basis of merit only: Siraj Teli

Karachi, October 01, 2016 (PPI-OT):Chairman Businessmen Group and Former President Karachi Chamber Siraj Kassam Teli, while speaking at the 55th Annual General Meeting of Karachi Chamber, said that KCCI’s Sub-Committees for 2016-17 will no more be created in the same old manner on the basis of community affiliation but will purely be finalized on basis of merit with a view to improve the performance of these sub-committees.

“The previous sub-committees were being finalized on the basis of community-affiliation in order to encourage the sense of participation amongst all committees but this year, these Sub-Committees will be allocated in a different way by staying focused on merit only, regardless of community affiliation”, he added.

Besides Siraj Teli, the AGM was also attended by Vice Chairmen BMG and Former Presidents KCCI Tahir Khaliq, Haroon Farooki and Anjum Nisar, newly elected President KCCI Shamim Ahmed Firpo, Senior Vice President Asif Nisar, Vice President Muhammad Younus Soomro, Outgoing President KCCI Younus Muhammad Bashir, Senior Vice President KCCI Zia Ahmed Khan, Chairman Special Committee for Small Traders Majeed Memon, Secretary General KCCI S.M.H. Rizvi and KCCI Managing Committee members along with large number of general body members.

Siraj Teli further said, “I don’t believe in the community system but it was implemented at KCCI so that no representative of any community could have a feeling that some kind of injustice is being done. Merit should be encouraged which would yield positive results and improve the efficiency of Karachi Chamber.” He was of the opinion that community divide must be eradicated and they all must work collectively for Public Service and betterment of the masses.

Chairman BMG Siraj Teli, while expressing deep concerns over low participation of Managing Committee members at KCCI meetings and events, pointed out that Managing Committee members’ participation has declined to an alarming level during the past three to five years which will not be tolerated any more. “Out of thirty Managing Committee members, hardly 10 to 12 members bother to attend meetings with dignitaries which needs to be addressed as it was likely to affect KCCI’s performance”, he added.

He said that the SOPs about Managing Committee, which were already in place, will now be revised and will be implemented according to the laws mentioned in the Memorandum and Articles of Association which confine Managing Committee members to strictly participate in KCCI meetings. “Failing to participate in three consecutive meetings will lead to expulsion of Managing Committee member under the relevant laws”, BMG Chairman reminded and advised the Secretary General to forward cases of those Managing Committee members, who fail to appear in three consecutive meetings this year, to the President so that action under the relevant laws could formally be initiated.

Siraj Teli pointed out that out of 19 elections since 1998, unopposed victories were witnessed during the last 10 consecutive elections which was a good sign as it indicates 100 percent support of trade and industry. “But at the same time, this trust and confidence of Business and Industrial Community puts a serious responsibility on our shoulders so we have to strive really hard for the rights with total sincerity and truthfulness”, he added.

Siraj Teli informed the AGM that a major milestone was achieved this year as Karachi Chamber finally purchased land situated at Plot#79 adjacent to Lyceum College in Clifton by spending an official amount of Rs430 million including taxes from its own resources. He said that because of the transparent policies being strictly adhered by all office bearers since 1998, the Karachi Chamber succeeded in saving a sum of Rs500 million till 2015-16, enabling the Chamber to purchase land from its own resources.

“Four architects were currently engaged in finalizing KCCI’s building plan which will be completed in the next 5 to 6 months after incorporating all the inputs being given from time to time as per requirements. Subsequently, this plot will have a state-of-the-art building in the next three to four years and the era of Businessmen Group will always be remembered for this major achievement.

Referring to illegal occupancy of offices and rooms situated at Karachi Chamber’s existing building, Siraj Teli said that these offices, which are Karachi Chamber’s property, remain illegally occupied since many decades. These illegal occupants claim ownership of these offices under the obsolete goodwill system but the goodwill system was declared illegal almost 15 to 17 years ago. “There is no such thing as Goodwill in the constitution. These illegal occupants do not hold a single proof to claim ownership or tenancy of these rooms/ offices whereas a petty amount was being submitted in the courts as rental since past many decades”, he added.

He said that these illegal occupants have expanded from just two to three rooms to 12, 15 and even 17 rooms by illegally carrying out deals with those individuals who vacated their offices during the last 40 years. The Karachi Chamber decided to initiate legal action against the illegal occupancy by lodging an FIR and the cases were currently being heard at the court. As these illegal occupiers have no evidence, Siraj Teli was fairly optimistic that the honourable court will give decision in favour of Karachi Chamber which would result in sealing these rooms.

Siraj Teli was of view that KCCI’s decision to take legal action against illegal occupiers, impelled them to come up with lies and give misleading statements at the Courts. They even approached SM Muneer Group to seek support towards formation of a Group for contesting in Karachi Chamber’s election but as S.M. Muneer was fully convinced about the contribution of Businessmen Group and also the achievements of Karachi Chamber during the last two decades, he immediately refused to support them.

Yet, these elements attempted to hatch conspiracies including the attempt to contest in KCCI’s elections which was automatically foiled due to glaring mistakes in the nomination forms submitted by themselves, resulting in their disqualification. Later on, they even lodged complaints in Evacuee Trust Property Board and DGTO but did not succeed in attaining their objectives.

Siraj Teli vowed not to spare anyone who is an illegal occupant of Karachi Chamber’s property even after the completion of Karachi Chamber’s new building in Clifton. He urged KCCI members having links with these elements to deliver KCCI’s clear message that they will not succeed in attaining their objective to take over the rest of the Offices after KCCI moves to its new location. “We will not leave this building and hand it over so easily to these elements even after completion of KCCI’s new building. We will move to the new premises after expelling these individuals from KCCI’s existing premises”, he added.

The entire house expressed complete solidarity with Chairman BMG Siraj Teli by seconding Karachi Chamber’s decision to take legal action against illegal occupiers of KCCI rooms/ offices. Subsequently, a committee comprising Immediate Past President KCCI Younus Muhammad Bashir, Former President AQ Khalil and Former Vice President Nasir Mehmood who will look into the issues of illegal occupancy, ensure strict follow-ups with a target to get KCCI’s property vacated in the next 4 months.

In the end, he congratulated the newly elected office bearers and Managing Committee members for assuming charge of Karachi Chamber and urged them to work rigorously for the rights of Business and Industrial community under BMG’s policy of Public Service. He also appreciated the services rendered by the outgoing Office Bearers who worked enthusiastically and exhibited complete punctuality which must be praised by the House.

Earlier, Vice Chairmen BMG and Former Presidents Tahir Khaliq, Haroon Farooki and Anjum Nisar, while recounting the efforts made by outgoing office bearers, hoped that the new incumbents will also exhibit the same zeal and work tirelessly for resolving issues. They urged the members to actively participate in Karachi Chamber’s activities in order to highlight issues so that these could be taken up and amicably resolved which would surely help in creating an enabling business environment.

Outgoing President KCCI Younus Bashir, in his remarks, paid glowing tribute to Chairman BMG Siraj Teli and Vice Chairmen BMG Tahir Khaliq, Zubair Motiwala, Haroon Farooki and Anjum Nisar for their all-time support and cooperation which encouraged him to go extra mile for dealing with numerous issues.

The newly elected President KCCI Shamim Ahmed Firpo, while appreciating the support extended by BMG leadership, assured to work rigorously for business and industrial community’s rights and hoped to come up to the expectations of BMG leadership. Besides approving the routine agenda items, the AGM also approved the following proposal pertaining to KCCI Hospital which was submitted to the Secretary General by a member on September 18, 2016:

“The Karachi Chamber of Commerce and Industry should immediately take back the management control of KCCI Hospital by initiating strict legal action against the totally unlawful trust which has failed miserably to provide any relief to the poor, downtrodden and needy patients. Secondly, the Chamber must stop charging Rs200/- for KCCI Hospital from its members and the funds already available under the Hospital Head should also be immediately blocked till the Management control is handed over to Karachi Chamber. Thirdly, these funds should be diverted to those initiatives which are purely in the interest of Karachi Chamber and its members.”
