Punjab Chief Minister stresses need for organizational mechanism for Capacity-Building of Government Departments

Lahore, July 24 2013 (PPI-OT): Punjab Chief Minister Muhammad Shahbaz Sharif has said that capacity-building of government departments is the need of the hour for rapid development. He said that red-tapism in government departments not only increases cost of construction of projects but also adds to people’s problems. He directed that a comprehensive organizational mechanism should be devised for improving performance of government departments.

The Chief Minister issued instructions for setting up of a cabinet subcommittee which will submit its final recommendations for this purpose within seven days.

He was presiding over a high level meeting for infrastructure development in Punjab and capacity-building of government departments. Provincial Minister for Housing, Chief Secretary, Chairman Ring Road Authority, Vice Chairman Punjab Investment Board and concerned officials were present. Director General LDA gave a briefing on capacity-building of the institutions.

Addressing the meeting, Chief Minister Muhammad Shahbaz Sharif said that changes in accordance with the demands of the modern era will have to be introduced in the departments associated with infrastructure and social sectors for ensuring speedy development.

He said that the government departments should perform their responsibilities efficiently for providing excellent services to the masses. He said that the goal of progress and prosperity cannot be achieved without ensuring good governance and transparency and in this context, improvement of the efficiency of the departments and devising of a comprehensive organizational mechanism is essential.

He directed that cabinet subcommittee should consider this matter in detail and formulate comprehensive recommendations so that the government could evolve a solid strategy for this purpose.

The Chief Minister further directed that instead of traditional procedure, a modern business model should be developed with regard to mega projects from their beginning to their completion so that besides proper utilization of government funds, maximum benefits could be ensured to the masses.
