No inquiry conducted into Hawal massacre, says puppet admn

Srinagar, July 29 2013 (PPI-OT): In occupied Kashmir, much to the surprise of many, information sought under the Right to Information Act has revealed that no enquiry has been conducted into the Hawal massacre in which over 60 civilians were killed by the Indian Border Security Force (BSF) on May 21, 1990.

On that day, when the funeral procession of martyred Kashmiri leader, Mirwaiz Muhammad Farooq reached near the Islamia College Hawal, the BSF personnel stationed outside the college opened indiscriminate firing on peaceful mourners, leading to death of at least 60 people besides causing injuries to scores others. The authorities had announced a ‘time-bound’ enquiry into the carnage.

The chairman of Human Rights Forum and International Forum for Justice, Muhammad Ahsan Untoo had filed an application under the Right to Information Act before the office of the Divisional Commissioner Kashmir seeking enquiry commission report of the Hawal massacre.

The reply provided to Untoo through post reads: “In this connection, it is stated that a criminal case under FIR No. 35/1990 was registered at P/S Nowhatta. However there is no information with this department whether there was any enquiry, either judicial or magisterial, conducted by the government or not. The information if ordered can be availed from the office of District Magistrate Srinagar.”

The reply from office of DC Srinagar reads: “There is no information with the department as to whether there was any enquiry ordered by the government or not.” The RTI has surfaced at a time when the authorities have ordered an inquiry into the killing of four civilians by the Border Security Force in Gool area of Ramban on July 18.
