National Assembly Standing Committee on Government Assurances meets

Islamabad, October 31, 2016 (PPI-OT): The time has come to deliver to the public and everyone should fulfil his duties and responsibilities. CDA, NADRA and Commerce division need to expedite their efforts. It is duty of parliament to make the executive including bureaucracy to implement the policies of Parliaments and Assurances of Government to the Parliament, in letters and spirit. It was declared by Chairman and members of the Standing Committee on Government Assurances in a heavy agenda meeting of Standing Committee on Government Assurances which took place in Parliament House, Islamabad.

The Committee showed its serious concern that despite the lapse of 31 years, Capital Development Authority remained fail to deliver plots to its allottees and failed to give payment or compensations to the land owners and affectees of E-12. The Committee appreciated the efforts made by recently elected Mayor of Islamabad, Sheikh Ansar Aziz who is also Chairman CDA and hoped that his recent efforts are on the right direction to solve the chronological delayed issue of Development of Sector E-12.

The Committee directed the Chairman CDA Mr. Ansar to submit a road map with clear cut targets and planning to address the issue. The Committee directed the Chairman to develop the road between Sector F-11 and F-12. The Chairman informed the Committee that the tender to repair the road had already been lounged and repair of the road would be completed shortly.

Discussing the Agenda related to decline in export of rice to Iran during last five years, the Committee showed its serious concern and anger due to poor performance of official of Commerce who could not manage the issue properly and hence the export were reduced from 124.768 million US dollars in 2010 and 3.479 million US dollars in 2015. The Committee directed the M/o Commerce to come up with solid suggestions to solve the issue and directed the Ministry of Finance to develop banking relations with Iran forthwith so that the exporters could be facilitated properly.

The Ministry informed that Government of Pakistan would give incentives to the exporters to establish warehouses both in Saudia and Iran. The Committee considered the issue of registration of Afghanis and other Aliens. The Committee directed Secretary Interior to attend the next meeting and explain that why Ministry of Interior have failed to register the un-registered Afghanis. Moreover, the Committee showed grave concern about the issue of non registration of around 50 million citizens.

The NADRA authorities explained that during last 15 years NADRA has issued about 107 million CNICs and more than 35 million children have also been registered; however, rest of the public is yet to be registered. NADRA informed that now a special campaign has been lounged to register the unregistered ladies. The NADRA women teams go from door to door and facilitate the women at their door steps. The Committee directed the NADRA not to create problems of genuine Pakistanis.

The Committee appreciated National re-verification Program ordered by the Minister Interior through which more than one hundred thousand fake CNICs have been identified and are being cancelled. The Committee was informed that Pakistan and Iran would establish trade cities on border areas. Moreover, the Committee directed the Chairman CDA that the issue of common land (Shamilaat) of Sector E-12 the issue of build up houses and their payment to affectees and the issue of succession should be given due priority to reduce the problems of the affectees.

The Committee was briefed by DG Passports to remove all sold of Khokhas |Mafia and to discourage the mafia by several steps about 18 employees of passports have been terminated because they were helping the mafia. The DG passport informed that in all Districts of Pakistan new passport offices are being established recently 55 offices have been established and 20 more offices would be established by February 2017.

He informed that in 15 big cities, including all branches of NBP have been authorized to collect passport fee more over the passport fee can be deposit through Mobicash and by using such other easy transfer modes. It was informed by the authorities that, in days to come, the Government is going to lounge online application system for renewal of passports where the money could be deposited through credit card and by this way renewal of passport would become very easy job. The Committee directed that some other alternate modes of payment should also be made available because every citizen, especially the villagers, do not have credit card facility.

The Committee observed that had the CDA performed its duty timely the Government and the public would have not seen this day that affectees of E-12 are still waiting for their compensation. The meeting was attended by 7 MNAs including Chairman of the Standing Committee Hon. Muhammad Afzal Kohkhar, Malik Ibrar Ahmed, MNA, Mr. Rajab Ali Khan Baloch, MNA, Mr. Abdul Majeed Khan Khanan Khail, MNA Ms. Nighat Parveen Mir, MNA, Mr. Sher Akber Khan, MNA and Sheikh Salahuddin, MNA whereas around three dozen senior Government officials including Secretary Parliamentary Affairs, Secretary SAFRON, DG Passports and Immigration, DG NADRA, DG Foreign Affairs, Additional Secretary WAPDA, SEVP ZTBL and Additional Secretary finance attended the meeting.

The Committee has disposed off three chronologically long pending Government Assurances including the assurance given by Ch. Nisar Ali Khan, Minister for Interior The assurance given by on the floor of the House on 15th August, 2013, in response to a Supplementary Question asked by Mr. Ali Muhammad Khan, MNA, that a proactive major operation would be launched against mafias and vested interests working in and around the passport offices as the committee was satisfied by the explanations given by the DG Passports.

Similarly, the assurance given, on behalf of Minister for Foreign Affairs, by Engineer Khurram Dastagir Khan, Minister for Commerce, on the floor of the House on 16th August, 2013, whereby in response to a supplementary question asked by Engineer Usman Khan Tarakai, MNA, under starred question No. 41, the House was assured that the Pakistani schools situated abroad would be upgraded so that Pakistani students, especially girls, are facilitated for their admissions in graduation/bachelor classes. The Committee disposed off the assurance as the Ministry of Foreign Affairs have explained the situation in detail moreover the mover did not attend the meeting.

Moreover, the committee directed to bring four following Government Assurances in the next meeting. The assurance given, on behalf of Minister for Textile Industry, by Sheikh Aftab Ahmed, Minister for Parliamentary Affairs on the floor of the House on 16th August, 2013, whereby in response to a supplementary question asked by Sheikh Salahuddin, MNA, under starred question No. 34, the House was assured that the business, whether in government sector or private sector, would be made corruption free, any sort of obstacle in the expansion of exports would be removed and new markets for exports would be explored; similarly, the assurance given by Lt. General (Retd) Abdul Qadir Baloch, Minister for States and Frontier Regions on the floor of the House on 16th August, 2013, that registration of illegal refugees living in the suburb of Karachi would be carried out so that planning can be made for their repatriation.

Moreover, the statement of Ch. Abid Sher Ali, Minster of State for Water and Power on the floor of the House on 19th December, 2013, in response to a supplementary question to the starred question moved by Ms. Nighat Parveen Mir, MNA, wherein the Minister stated that the facility of free power units being provided to the employees of WAPDA would be withdrawn and an equivalent amount in lieu thereof would be paid to. lately, the assurance given by the Minister for Finance, Revenue, Economic Affairs, Statistics and Privatization on the floor of the House on 11th August, 2014 in reply to the un-starred Question No. 13 wherein the House was assured that Zafarwal Branch of ZTBL would be made fully operational on or before June 30th 2014 under ZTBL Annual Branch Expansion Plan, 2014.

The Committee will appreciate a briefing on over all Zone Wise corporate performance of ZTBL, cases of corruption and misconduct, the action taken against the responsible’ separately. The issue of non-development of Sector E-12, Islamabad by the CDA despite lapse of twenty thirty one years will also be discussed. The comprehensive meeting which was started with the recitation of Holy Quran was ended with mutual vote of thanks to and from the chair.
