National Assembly Deputy Speaker Calls for Appropriate Measures to Resolve the Shortage of Irrigation Water in Khyber-Pakhtunkhwa


Islamabad: National Assembly Deputy Speaker Faisal Karim Kundi has said that D. I. Khan and its adjoining districts were facing immense shortage of irrigation water which is converting cultivable land into barren land. He said that this shortage of irrigation water was a major concern amongst the farmers of the area and a threat to law and order situation. He asked the concern departments to take solid steps to ensure its due share so that scarcity of irrigation water to the area could be addressed. He said this while addressing a high level meeting held in Parliament House to discuss the issues of shortage of water to Khyber-Pakhtunkhwa, repair and maintenance of damages of CRBC and handing and taking over of Flood water channels to irrigation Department of Khyber-Pakhtunkhwa and Punjab.

The meeting was attended by Chairman IRSA, Member WAPDA, Representatives of Irrigation Department Govt of Khyber-Pakhtunkhwa, Irrigation Department Punjab, CRBC Project and Awain-e-Zaraat, D.I.Khan.

The Chairman IRSA informed the Committee that the capacity of the CRBC according to original design was 4900 cusecs but due to operational constrained 4600 cusec water could be released. He said that Khyber-Pakhtunkhwa was getting 2700 cusecs of water, however unauthorized connections and improper internal distribution of water was causing this scarcity. The Deputy Speaker decided to constitute a Committee comprises of representatives of WAPDA, Irrigation Department of Khyber-Pakhtunkhwa and farmers of area to randomly check the water in the canals. The Committee would suggest appropriate measures to minimize the unauthorized withdrawal of water from CRBC and to improve the internal water distributions. Deputy Speaker, National Assembly asked the Chairman IRSA to ensure the due quota of irrigation water of Khyber-Pakhtunkhwa.

While discussing the repair and maintenance of CRBC and management of flood water channels by irrigation departments of Khyber-Pakhtunkhwa and Punjab, Member (Water) WAPDA informed that after the devastating floods of last year, CRBC made operational by WAPDA in a record time however; the provinces had not released the funds in time. He said that Khyber-Pakhtunkhwa government has released the funds but Punjab Government has not released its share despite several reminders. He said that Tenders have been invited for the repair of CRBC. He assured the Deputy Speaker that repair work will be completed upto December with the subject to release of fund by the respective governments. The representatives of Irrigation Department of Punjab assured the meeting the fund will be released very soon.

Discussing the water channels in D.I.Khan the Deputy Speaker said that those channels were the major cause of devastations in the last year’s flood. He asked for a joint survey by WAPDA and Irrigation Department of Khyber-Pakhtunkhwa of the breaches in the water channels and initiate work at vulnerable points so that the reoccurrence of last year’s incident could be avoided. It was also decided that after one time maintenance of those water channels shall be handed over to provinces.
