National Accountability Bureau Executive Board Meeting – Important Decisions

Islamabad, June 16, 2015 (PPI-OT): The Special Executive Board Meeting (EBM) of National Accountability Bureau (NAB) was held under the chairmanship of Mr. Qamar Zaman Chaudhry, Chairman NAB at NAB Headquarters here today. The following decisions were made during the Executive Board Meeting (EBM).

The Special Executive Board Meeting (EBM) decided to authorize five (5) inquiries. First inquiry was authorized against Salman Saddique, Ex-Chairman FBR, Abdullah Yousuf, Ex-Chairman FBR, Ali Arshad Hakeem, Ex Chairman FBR, Mian Azhar Majeed, Ex-Collector Customs, Iqbal Muneeb, Member PACCs Team and Ashir Azeem Gill, Addl Collector Customs. In this case, the accused persons were alleged in corruption and corrupt practices and misuse of authority. Thus caused a loss of US$ 11 million and claim of US$ 650 million by Agility.

Second inquiry was authorized against M/s Tandlianwala Sugar Mills (Pvt) Ltd and Others. In this case, the accused persons were alleged for suspicious transaction of US $ 6,922,736. Third inquiry was authorized against M/S Al-Abid Silk Mills Limited, Reference by the State Bank of Pakistan pursuant to section 31-D of the NAO, 1999 regarding wilful loan default of Rs. 479.893 Million.

Fourth Inquiry was authorized on fraud, embezzlement, corrupt practices and cheating public large by the sponsors, directors and management of M/S ACE Securities (Pvt) Limited Brokerage Houses of the Stock Exchange. In this case, the accused persons Haroon Iqbal, CEO and Iqbal Ismail-Director were alleged for fraud, embezzlement, corrupt practices and cheating Public at large and caused a loss of Rs. 236 million.

Fifth inquiry was authorized against Najum Saqib, Contractor of Hashmi Traders in a case against authorities of Education Department Balochistan, Government of Balochistan and others regarding misappropriation of funds allocated for purchase of furniture, reading/writing material, science equipollents and repair of Schools/Colleges of Balochistan during FY 2010-2011. The accused Najum Saqib, Contractor of Hashmi Traders caused a loss of Rs. 2.118 million to the national exchequer.

The Special EBM decided to authorize investigation against Arshad Farooq Faheem, Ex-Chairman DPC, Dr. Muhammad Ali, Ex-Member Pricing DPC and others officers/ officials of National Regulations and Services and Others. In this case, the accused persons were alleged for increase in prices of drugs illegally, status of Head of Drugs Pricing Committee (DPC) of DRAP was lowered from Secretary to Joint Secretary through a notification issued by Secretary Ministry of National Regulations and Services Division, (NRSD) Islamabad.

Joint Secretary is also Chairman of Registration Board which is also a violation of section 11-A of Drugs Act, 1976 being conflict of interest and Formation of Sub-Committees illegally for increase in prices of drugs. The Special EBM decided further inquiry in a case against Dr. Nazir Mughal, Ex-Vice Chancellor, University of Sindh Jamshoro, Mohammad Nawaz Narejo, Ex-Registrar, University of Sindh, Jamshoro and Mohammad Hussain Shaikh, Ex-Registrar, University of Sindh, Jamshoro and Others.

In this case, the accused persons were alleged for misuse of authority and embezzlement of University funds and directed DG NAB Karachi to submit report within 6 weeks. The Special EBM approved application of Voluntary Return (VR) of 3 x officials named Abdul Qayyum, Niamatullah Khan and Muhammad Tariq and 1 x contractor named Saeed Ahmad who opted for VR and have also submitted their pay orders in a case against authorities of Education Department Balochistan, Govt of Balochistan and Others.

The Special EBM in inquiry against Management of PTVC and others regarding illegal appointment of accused Yousaf Baig Mirza as MD PTVC, appointments/ promotions of different individuals on different posts in PTVC by Yousaf Baig Mirza as MD PTVC, award of contract for purchasing of IT broadcast in violation of PPRA Rules, 2004, Non-utilization of IT equipment due to lack of expertise, mis-management and misuse of employees funds i.e. provident fund, pension and gratuity by accused Yousaf Mirza Baig and management of PTVC and award of contract for producing promotional/graphics material of programmes to a firm owned by his close relative decided no further action due to lack of incriminating evidence.

At the end, Mr. Qamar Zaman Chaudhry, Chairman NAB reiterated that NAB is committed to eradicate corruption and corrupt practices by adopting holistic and proactive approach through Enforcement besides Awareness and Prevention Strategy across the country.

He emphasized upon staff members of NAB for making all efforts for arrest of corrupts, proclaimed offenders and absconders by utilizing all resources and taken to task as per law. He directed all officers/officials of NAB to put their best efforts in conduct of complaint verification, inquiries and investigations against corrupts in accordance with laid down laws/SOPs, transparently and on merit.
