Movement of foreigners is to be regularized: Federal Minister for Interior


Islamabad: 1. A high level meeting, with representation of PPOs and Home Secretaries of the provinces was held in Ministry of Interior. Federal Minister for Interior, Senator A. Rehman Malik chaired the meeting and Secretary Interior along with officials of MoI participated. After detailed discussions, Minister for Interior gave following directives:-

a. It was decided in the last meeting that SIMs without proper identity to be blocked. In follow up of that decision, PTA has worked out to block telephones without identity. Accordingly 0.87 million such SIMs have been blocked today and within next three months final target of 3.5 million such SIMs will be met. Interior Minister however, directed that if any subscriber who can prove his proper identify, should be allowed to get his SIM reactivated immediately.

b. Movement of foreigners is to be regularized and any foreigner/ diplomat will be sent back to his duty station, if found without legal permit of visit to specific areas. Ministry of Foreign Affairs has been requested to re-circulate SOPs on the subject among the diplomatic community.

c. There is a requirement to make a comprehensive policy regarding the movement / camping of the Afghan nationals in Pakistan. An exclusive meeting on the issue, with all stakeholders will be held in MoI shortly.

d. A networking arrangement between NADRA, MoFA and MoI for regulating movement of the foreigners/diplomats will be established and likewise registration of vehicles/driving licenses of the foreigners will be brought under prescribed ambit.

e. Activities of proscribed organizations should be monitored vigorously including setting up of community policing for intelligence gathering and no proscribed organization will be allowed to undertake any social/political activity.

f. Provincial Govt have been directed to strictly observe the activities of proscribed organizations and those individuals who are in violation will be put under Schedule IV of ATA.

g. The request, of the provincial government is under active consideration, to allow provincial LEAs for access to the data of mobile phones. For the purpose modalities are being worked for fast track availability of mobile phone data to the LEAs.

h. Balochistan and KPK has been asked to send recommendations to allow travellers to Afghanistan only through biometric facility. MoFA is once again requested to approach Afghan authorities to make biometric facilities available on their side.

i. The Committee has recommended to extend the Safe City project to all the Provincial Headquarters including Azad Jammu and Kashmir so as to enhance the security. This is the requirement of the day.

2. Minister for Interior appreciated the resolve of all the provincial governments, LEAs and Intelligence agencies to fight the terrorism/ sectarianism notwithstanding their scant resources.
