Karachi Metropolitan Corporation’s Education, Health and Culture Sports and Recreation Departments matters shifted to five District Municipal Corporations and District Council Karachi
Karachi, July 19, 2013 (PPI-OT): KMC Metropolitan Commissioner Matanat Ali Khan under Sindh Local Government Ordinance 1979 handed over transferable and non-transferable assets, employees, salaries and complete record of Departments of Education, Health and Culture Sports and Recreation to five District Municipal Corporations and District Council Karachi and under these orders KMC will not pay salaries for the month of July.
In this connection a meeting was held which was attended by Financial Advisor Khalid Mehmood Shaikh, Sr. Director Medical Services Dr. Muhammad Ali Abbasi, Sr. Director HRM, Director Education Afaq Ahmed, Director Accounts Nasir Mehmood, Municipal Commissioners of concerned DMCs and officers of District Council.
KMC has handed over list of all employees, vehicles, assets and lists of buildings to District Municipal Corporations and District Council Karachi.
On this occasion Metropolitan Commissioner said that District Municipal Corporations could contact with concerned departments in case of any complication.
KMC will cooperate with all District Municipal Corporations and District Council Karachi for preparation of salaries and also provide necessary information for three months.
Government of Sindh under the budget of new fiscal year 2013-14 has shifted salaries of Education and Health Departments to five DMCs and District Council Karachi.
According to details 1553 employees in DMC South, 2706 in Central, 2720 in East, 1571 in West, 633 in Malir and 199 in District Council were being transferred therefore KMC will not pay the salaries of these departments.
Metropolitan Commissioner said that all machinery, equipment, furniture, vehicles, assets and all record have been handed over to concerned DMCs. About 8 thousand employees of Education Department and 14 hundred employees of Health Department have been transferred to DMCs. Local Taxes Sector (Advertisement) would be handed over to DMCs after receiving directions from Government of Sindh.
He said that all financial matters of transferred departments will also be handled by relevant DMCs.
Matanat Ali Khan said that it was decided in a meeting in April headed by Secretary Local Government, Government of Sindh that Education and Health Departments should be handed over under this meeting all resources, assets, employees and setup of departments were being shifted.
Metropolitan Commissioner said that heads of concerned departments could be contacted for any explanation.
He said shifting of these departments would reduce financial burden of KMC which was about Rs240million. In the light of these orders hospitals with less than 50 beds and big and small dispensaries were being shifted.
He said that under shifting of powers schools, hospitals and dispensaries were shifted. Director Education Afaq Mirza, Sr. Director Medical Services Muhammad Ali Abbasi and Director Payroll Asghar Durrani will monitor all types of matters regarding shifting and also provide concerned officers with necessary guidance.
