High level meeting regarding relief works after rains held
Karachi: Chief Minister Sindh Syed Qaim Ali Shah today presided a high level meeting regarding rain emergency, relief and rehabilitation works, held at Chief Minister House. He said that Sindh province is facing a disaster and heavy losses of human lives, cattle and crops together with damages of houses, roads, government buildings and other infrastructure.
He said that this is time of test for government and administration, and as such, all out efforts are to be made to provide immediate relief to affected people. Syed Qaim Ali Shah said that he accompanied with a team of Ministers had visited four badly affected districts of Tando Allahyar, Mirpurkhas, Badin and Tando Muhammad Khan for two days and personally witnessed the losses, damages problems and grievances.
Syed Qaim Ali Shah said that he also visited and saw the arrangements made by administration and relevant departments. Chief Minister Sindh added that keeping in view the losses/damages and position of continuous standing rain water, there is acute need of food for affected families on one side and clean water for drinking on the other, on immediate basis so as to save the lives and protect them from diseases.
Syed Qaim Ali Shah also directed the livestock, health, local government and revenue departments to have coordinated efforts and measures to combat the situation and provide prompt facilities for relief and rehabilitation of affected people and areas. He also announced that the legal heirs of bread earners, died during heavy rains, will be paid Rs:2,00,000-00 (Two Lac) as compensation while the dependents of non-bread earners who died due to rains will be paid Rs:100,000/- (One Lac) per each as compensation.
Regarding losses to crops, the Chief Minister Sindh said that a joint meeting of Agriculture department and office bearers of organizations of Abadgars will be held early so as to assess the losses and know the view point and problems of growers. He also clarified that as far as the funds for development schemes are concerned there is no any cut in development funds. However he added that, the works will be started after two months, as there is water standing everywhere and no development work could be initiated presently.
Chief Minister Sindh directed the local Government department to ensure draining out of water from various localities and towns early for which, he directed PDMA and other relevant departments to early arrange the dewatering pumps.
Chief Minister Sindh also directed to prepare early “Peoples Relief Cards” and compensation / financial assistance of Rs:10,000/= per damaged house to early handed over / paid to head of the family in all affected areas on priority basis, while the amount of Rs:10,000-00 as committed by federal government will be released soon Chief Minister Sindh stressed that there was total devastation in every nook and corner of the province and not a single site except Karachi and Hyderabad city, is left.
He emphasized upon philanthropists and well to do persons to assist and help the affected people. Syed Qaim Ali Shah said that there is urgent need of relief goods, food items, tents, medicines, and other items, as such an effective contingent Plan be chalked out, while early relief be provided to the rain affected poor people.
The Director General, Provincial Disaster Management Authority Mr. Saleh Farooqui in his briefing informed that due to heavy rains, 13249- villages have been affected where 3.8 million people have been affected / rendered homeless. He added that total area of 4.1 million acres is under rain water while crop area under water is 1.77 million acres. He said that 6,90,000 persons have become homeless, out of which 1,30,000 people are residing in relief camps.
Mr. Farooqui informed that so far 50,000 tents have been delivered by PDMA in rain affected districts, while the NDMA has sent committed 10,000 tents and they have further committed to send more one Lac tents for Sindh province. He added that NDMA will provide 2 Lac ration bags as per 10,000 ration bags per day.
Minister for Local Government Agha Siraj Durrani informed the meeting that all T.M.O ‘s of Taluka Municipal Administration have been directed to fully assist and cooperate the district governments in various measures to combat the situation of rains in their respective areas. Various secretaries highlighted the activities of their respective departments.
The meeting was attended by Senior Minister Education Pir Mazharul Haq, Minister Information Mr. Sharjeel Enam Memon, Minister Irrigation Jam Saifullah Dharejo, Minister Rehabilitation Haji Muzaffar Shujra, Advisor to Chief Minister Sindh Sharmilla Farooqui, Chief Secretary Sindh Raja Muhammad Abbas, Additional Chief Secretary (P and D) Mr. Malik Israr, Senior Member BOR / Relief Commissioner Sindh Mr. Shazir Shamoon, provincial secretaries of Finance (Naveed Kamran Baloch) Health (Rizwan Ahmed), Agriculture (Agha Jan Akhtar), Local Government (Ali Ahmed Lund), Special Secretary to C.M Mr. Hafeezullah Abbasi.
