Full Court Meeting of Supreme Court, Islamabad


Islamabad: “Hon’ble Mr. Justice Raja Fayyaz Ahmed who is going to lay down his robes tomorrow i.e. 31.05.2011, is a committed, hardworking and devoted judge who is also a signatory of the landmark decision of Supreme Court on 03.11.2007. The said decision culminated in judgment of 31.07.2009 in which extra constitutional steps taken by a dictator were declared unconstitutional. The credit goes to all of you but at the same time you must continue the way you are as people have a lot of expectations from you. Despite the provision of summer vacations, it is heartening to note that my brother Judges have decided to work both at the Principal and the Branch Registries to mitigate the pendency position of cases” said the Hon’ble Chief Justice of Pakistan Mr. Justice Iftikhar Muhammad Chaudhry in his introductory remarks while chairing the Full Court meeting today i.e. 30.05.2011 in Supreme Court Building, Islamabad.

The meeting was attended by Hon’ble Mr. Justice Mian Shakirullah Jan, Hon’ble Mr. Justice Tasadduq Hussain Jilani, Hon’ble Mr. Justice Nasir-ul-Mulk, Hon’ble Mr. Justice Muhammad Sair Ali, Hon’ble Mr. Justice Mahmood Akhtar Shahid Siddiqui, Hon’ble Mr. Justice Jawad S. Khawja, Hon’ble Mr. Justice Anwar Zaheer Jamali, Hon’ble Mr. Justice Khilji Arif Hussain, Hon’ble Mr. Justice Tariq Parvez, Hon’ble Mr. Justice Saqib Nisar, Hon’ble Mr. Justice Asif Saeed Khan Khosa, Hon’ble Mr. Justice Amir Hani Muslim, Hon’ble Mr. Justice Ghulam Rabbani, Dr. Faqir Hussain, Worthy Registrar and Sajid Mehmood Qazi, Addl. Registrar, Supreme Court of Pakistan.

The Full Court discussed in detail different Administrative issues:-

i. Pendency, institution and disposal of cases in Supreme Court were reviewed and the Hon’ble Chief Justice appreciated the efforts of Hon’ble Judges for providing justice to litigants and it was unanimously decided that the Benches will work at Principal seat as well as Branch Registries despite of the Court vacations.

ii. The Full Court discussed in detail the case of Mr. Muhammad Zafar, Advocate of Supreme Court and conferred upon him the status of Senior Advocate of Supreme Court.

iii. The Full Court meeting reviewed the security arrangements at the Supreme Court building at Islamabad as well as Branch Registries in the provinces. Necessary directions were issued to concerned quarters for ensuring the security of buildings as well as residences of Hon’ble judges.

iv. The Full Court discussed the matter regarding the writing of the history of the Supreme Court since its establishment. It was proposed that Mr. Aitizaz Ahsan may be requested to compile the history of the apex Court as he has got the necessary experience and skills for such an onerous assignment.

v. The Full Court took stock of the establishment of achieve museum in Supreme Court and directed the concerned staff to accelerate the pace of work.

vi. The Full Court was briefed regarding the progress of construction of the new blocks in the Supreme Court. The meeting directed that the work should be completed within two months.

vii. The Registrar, Supreme Court submitted report regarding the performance of the Committee appointed to revise the Supreme Court Rules, 1982, headed by Hon’ble Mr. Justice Raja Fayyaz Ahmed and further submitted that report of MS Wing of Establishment Division regarding the training etc. of the staff. The Full Court resolved that since Hon’ble Mr. Justice Raja Fayyaz is going to lay down his robes on tomorrow, therefore the two members Committee headed by Hon’ble Mr. Justice Anwar Zaheer Jamali and comprising of Hon’ble Mr. Justice Saqib Nisar to further review the report and suggest further action.

viii. The Full Court unanimously resolved on the issue of implementation of SOPs agreed upon with the Supreme Court Bar Association and it was further pointed out that frivolous litigation must be discouraged and the staff while scrutinizing the cases at the time of the institution must follow the rules strictly. It was expected that Bar must extend its cooperation to discourage false and frivolous litigation, so that judges could provide speedy justice to the genuine litigants.
