Council of Common Interest meeting to address Post-Devolution Issues: Prime Minister

Islamabad, July 04, 2012 (PPI-OT): Mir Hazar Khan Bijrani, Minister for Inter-Provincial Coordination, called on Prime Minister Raja Pervez Ashraf at the PM House and underscored the importance of resolution of post-devolution issues that have cropped up after the 18th Amendment.

The Minister informed the Prime Minister that after the devolution of Federal Health Ministry, all major donors including GAVI, Global Fund, JICA and Bill and Melinda Gates Foundation highlighted the need of a federal entity to deal with such functions as procurement, co-financing, monitoring, evaluation and coordination. He said that in the absence of such mechanism being put in place, there was likelihood that the global funding for various healthcare projects could be put on hold.

The Prime Minister directed the Minister to convene the meeting of Council of Common Interest (CCI) soon to address the post-devolution issues between the federation and the federating units.

The Prime Minister said that CCI, being a constitutional body with representation of Chief Ministers of all provinces and the Federation, was the right forum to resolve the post-devolution issues. He, however, added that the spirit of the 18th Constitutional Amendment would be respected during the deliberations.

The deliberations at the CCI would focus on retention of the following functions with the federal government in the wider public interest and also in view of the international insistence for the sake of uniformity.

i- National Health Policy including National EPI Policy

ii- International Health Regulations

iii- Procurement of vaccines and medicines through a national

iv- procurement committee for maintenance of a unified standard of quality and safety

iv- Representation of the country at the global level

It is pertinent to mention that it is constitutional requirement to hold the meeting of CCI the periodicity of which is also enshrined in the Constitution.
