Cleanliness Drive Begins in City


Karachi: A cleanliness drive is being carried out in Karachi from 16th to 30th June with the view to eliminate environmental pollution, improve sanitation condition and to formulate a comprehensive policy for future in this regard, The campaign which will be jointly conducted by the city government, town and union administration, KW and SB and other civic agencies would also have full coordination from the provincial environment ministry.

This was stated by Minister for Environment Sindh, Sheikh Muhammad Afzal (Khalid Umer) while addressing a joint press briefing with Administrator Karachi Muhammad Hussain Syed in DCO Camp Office on Wednesday.

The briefing was also attended by Secretary Environment Mir Hussain Ali, D.G Environment Government of Sindh, all EDOs of City Government and Town Administrators.

The minister said city had been divided into 8 zones for this purpose. These include Zone1 North Nazimabad and New Karachi Town, Zone 2 Shah Faisal, Korangi, Malir and Landhi Town, Zone 3 Liaquatabad, Gulberg and Gulshan Iqbal Town, Zone 4 SITE and Orangi Town, Zone 5 Keamari and Baldia Town, Zone 6 Saddar, Lyari and Jamshed Town, Zone 7 Bin Qasim Town and Zone 8 Gadap Town.

The minister said cleanliness in Karachi was not the responsibility of only one organization as many agencies besides city government and towns also performing these services but they lack any coordination among them. According to an estimate the city presently produces 9 to 10 tons of garbage daily. Despite of every effort and utilization of available resources a good portion of this solid waste could not be dispatched to land fill sites.

Civic organizations have only 28 to 30 percent capacity to carry out this work while the rest of garbage found laid in the streets, dumping yards, empty plots or in sewerage and storm water drains and the situation becomes worse in rainy season. Although these organizations were trying to solve this problem but they could only afford to spend nearly Rs2 billion per annum on the lifting and disposal of solid waste while an amount of Rs20billion annually would be required to dispose of all this garbage.

He said the present campaign would help in formulating a future policy in the light of the experiences gained and then it will be decided as to how the resources should be provided to these organizations to ensure full disposal of garbage to land fill site.

The Provincial Minister said that the town administrators were also directed to ensure maximum disposal of garbage to land fill site. “We are also considering strict action against the concerned town administrator if they failed to dispose of garbage properly,” he added.

He said during the campaign all the garbage will be dispatched to land fill site and a receipt will be received for this. A town administrator or his representative would be at land fill site on daily basis and monitor the whole work. The municipal services group would provide all facilities at land fill site and the EDO Municipal Services Masood Alam would work as focal person.

The minister said no additional expenses would incur on this 15 day campaign.
He praised the work of former city nazim Syed Mustafa Kamal and his whole team for managing good sanitation condition in city despite of having limited resources.

He also appealed to citizens of Karachi that changing environmental conditions have become a challenge for all of us and we should jointly deal with this situation. Replying a query the environment minister said on those places where the solid waste management’s had been made privatize, the concerned contractor will have to face action if they failed to dispose of garbage completely.

Administrator Karachi Muhammad Hussain Syed on this occasion asked to elected representatives of political parties especially Pakistan People’s party, MQM and ANP to cooperate and support in this campaign. He said all the departments of city government including transport, master plan and education would fully play their role during this 15 day drive.
